Yes, you can do that. Select a partition, then click 'copy' from the partition menu, then select an empty space that's large enough, and click 'paste' from the partition menu.
You can also copy/paste using right clicks in the partition diagram.

Thanks for the clarification. Visopsys doesn't only use English symbols (if you can see the correct characters in the keymap program, then they're supported) but I'd never heard of doing these composite multi-key sequences to create individual characters.
